Overview

A parliamentary act established the Bureau of Indian Standards (BIS), the Bureau of Indian Standards Act, 1986, whereby the central agency will certify products for their quality and fit of usage within the legal boundaries of India. Although established in the year 1986, BIS had a predecessor known as the ‘Indian Standards Institution’ that carried out product certification since the year 1955. BIS permits licenses to a range of manufacturers from a variety of industries. The ISI mark of approval of quality that we usually see on certain products refers to this father institution of the BIS.

BIS certification is based on ISO/IEC guidelines which provide rules about the various methods that are required for certification of the product. The rules for product testing and criteria for the subsequent certification are made as per the rules laid down by ISI.
Although the certification is largely voluntary, there are certain categories of products where the certification becomes binding and compulsory in public interest. This mostly includes products related to food consumption, industrial products, and infrastructure related products.

1. Certification for Domestic Manufacturers- Here, the applicant can choose between any of the two.
1.1Ordinary Procedure: After making the application and paying the necessary fees for it, the manufacturer can contact the local office under whose jurisdiction they are placed. BIS officers visit the factory site and test the products for their quality as well take samples for independent testing. If they pass the quality test, the license is offered.
1.2 Simple Procedure: Here, the applicant submits reports of quality from laboratory tests of product quality test labs. After studying those reports, the manufacturer has to agree to keep the quality of their products up to date with the laboratory reports.

2. Certification for Foreign Manufacturers: Foreign manufacturers too are given ISI mark of quality based on certain parameters, and the process is classified independently from the one required for domestic manufacturers.
3. ECO Mark Scheme: In addition to the ordinary BIS certification scheme, BIS also offers the ECO certification for eco-friendly products. BIS has another set of procedures for these products.
