The Role of Bureau of Indian Standards in Product Accreditation: A Brief Introduction.

A parliamentary act established the Bureau of Indian Standards (BIS), the Bureau of Indian Standards Act, 1986, whereby the central agency will certify products for their quality and fit of usage within the legal boundaries of India.  Although established in the year 1986, BIS had a predecessor known as the ‘Indian Standards Institution’ that carried out product certification since the year 1955. BIS permits licenses to a range of manufacturers from a variety of industries. The ISI mark of approval of quality that we usually see on certain products refers to this father institution of the BIS.

 

BIS Compulsory Registration Scheme (CRS):

In 2012, the then Ministry of Electronics and Information Technology introduced the Compulsory Registration Scheme (CRS). According to this scheme, it is compulsory for all electronic and Information Technology goods manufacturers to register their products with the BIS before they launch it in the Indian market, no person or manufacturer can Sell, Import and distribute their products in the Indian market without BIS CRS registration and they can`t use BIS Standard Mark with R-Number also without this.

Importance of BIS Registration:

BIS CRS is a mandatory certification for all the Electronic and Information Technology products. BIS provide safety to consumers. Without this manufacturers/Imports are not permitted to sell, import or distribute their products in India market and also they can`t use BIS registration mark.

 

Who can Apply for BIS Compulsory Registration Scheme (CRS):

In case of Indian Manufacturer:
Manufacturer of the product can apply for BIS CRS with registered brand or non-registered brand.

In case of foreign Manufacturer:
Foreign Manufacturers can not apply for BIS Registration directly they need a branch office in India or their Brand office should be in India. If they don’t have any, the Manufacturer can appoint us (ICS) as a Local Representative to get BIS registration on their behalf.

 

BIS Compulsory Registration Scheme (CRS) process:

Here are the steps to follow to get a certification, let’s start the BIS registration procedure:

Step 1: Samples should be submitted to a BIS-certified lab

The certification process for electronic products. In this regard, OEMs or manufacturers need to test their products by the BIS recognized laboratories. Laboratory services are as follows: fee-based. Depending on the product, the fee may vary.

Step 2: Testing the sample and issuing the report

It generally takes a few weeks for the testing process to be completed. After the inspection, the laboratory tests the sample for consumer suitability and then issues the Test Report. The underlying lab will issue a non-conformity report if the sample does not meet its requirements.

Step 3: Include the test results and requested fees in the application

This test report, must be submitted with the application to the respective regional office of BIS. In addition to the application form and other documents, application fees also need to be remitted.

Step 4: Inspection and certification of final documents

As the last step, after all the requested documentation has been provided & the BIS officials have finished their documents verification facility manually. Before the BIS product certification for electronic products is issued, all the reports and documents will be inspected to ensure no loopholes in the overall process.

By submitting the prescribed nomination form, you can designate an Authorized Indian Representant (AIR). Check the checklist of documents to ensure that the application is complete. Fill out the application and submit it along with the relevant fees, documents (in duplicate) and a nomination form of AIR to BIS Headquarters, New Delhi.
